In order to find out why the failure is occuring is to look at the transaction dump which will have been generated (in the region raising the ASRA, not that with the AZI6). Your CICS Transaction Server for z/OS (CICS TS) region receives an abend AFCY in the Application Owning Region (AOR) and an abend AZI6 in the File Owning Region (FOR).
